【摘要】:ThisEuropeanStandarddefines,describesandspecifiesthemaincharacteristicsofthevoltageatanetworkuser'ssupplyterminalsinpubliclowvoltageandmediumvoltageelectricitydistributionnetworksundernormaloperatingconditions.Thisstandarddescribesthelimitsorvalueswithinwhichthevoltagecharacteristicscanbeexpectedtoremainoverthewholeofthepublicdistributionnetworkanddoesnotdescribetheaveragesituationusuallyexperiencedbyanindividualnetworkuser.NOTE1Forthedefinitionsoflowandmediumvoltagesee3.7and3.8.TheEuropeanStandarddoesnotapplyunderabnormaloperatingconditionsincludingthefollowing:–atemporarysupplyarrangementtokeepthenetworkuserssuppliedduringconditionarisingasaresultofafault,maintenanceandconstructionworkortominimizetheextentanddurationofalossofsupply;–incaseofnon-complianceofanetworkuser'sinstallationorequipmentwiththerelevantstandardsorwiththetechnicalrequirementsforconnection,establishedeitherbythepublicauthoritiesorthedistributionnetworkoperator(DNO)includingthelimitsfortheemissionofconducteddisturbances;NOTE2Anetworkuser’sinstallationmayincludeloadaswellasgeneration.–inexceptionalsituations,inparticular,–exceptionalweatherconditionsandothernaturaldisasters,–thirdpartyinterference,–actsbypublicauthorities,–industrialactions(subjecttolegalrequirements),–forcemajeure,–powershortagesresultingfromexternalevents.Thevoltagecharacteristicsgiveninthisstandardarenotintendedtobeusedaselectromagneticcompatibility(EMC)levelsoruseremissionlimitsforconducteddisturbancesinpublicdistributionnetworks.Thevoltagecharacteristicsgiveninthisstandardarenotintendedtobeusedtospecifyrequirementsinequipmentproductstandardsandininstallationstandards.NOTE3Theperformanceofequipmentmightbeimpairedifitissubjectedtosupplyconditionswhicharenotspecifiedintheequipmentproductstandard.ThisstandardmaybesupersededintotalorinpartbythetermsofacontractbetweentheindividualnetworkuserandtheDNO.
